Enabel Guinea, through its objective of developing the private sector and promoting decent employment (2019 – 2023), supported APIP (Agency for the Promotion of Private Investments) in implementing its action plan to improve the quality of services, as well as awareness-raising and outreach activities related to business formalization.

The achievement of this support resulted in the operationalization of APIP Mobile, a mobile, multiservice, and connected office that serves as an information center, advisory space, and mobile formalization service to bring formalization services closer to entrepreneurs and MSMEs in rural areas, while also raising awareness of the benefits of obtaining this legal document for business establishment.

Project outcomes 

Consolidation of entrepreneurs' jobs and increased income through access to new markets: The formal creation of businesses benefiting from APIP services has allowed most of them to consolidate existing jobs, and some have recruited new human resources thanks to increased revenue. This increase is driven by the competitive advantage that entrepreneurs and MSMEs gain from being able to access public contracts or private entities that require a legal existence.

Improved accessibility to formalization services for entrepreneurs: This mobile and connected system has been an important tool in bringing entrepreneurs and MSMEs closer to APIP's formalization services. The results have led to the legal registration of thousands of young and female entrepreneurs, raising awareness about the benefits of transitioning from the informal to the formal sector, particularly in rural areas such as the Kindia and Mamou regions.

Increased formalisation of women entrepreneurs: This support also focused on prioritizing the formalisation of businesses created by hundreds of women entrepreneurs.

The benefits of this instrument:

  • Increased tax revenue for the state,
     

The level of decent employment still needs improvement, considering the precariousness of the contracts offered (service-based), lack of social coverage through the National Social Security Fund (CNSS), and insufficient communication between APIP services, the public employment service, and the CNSS.
