Holistic approach

Job creation is a multi-dimensional challenge that requires a holistic approach combining job generation, skill enhancement, and effective matching of labour supply and demand. By focusing on both the private and public sectors, investing in training and education, facilitating employment services, promoting decent and green jobs, and ensuring continuous monitoring and evaluation, sustainable employment opportunities can be created to drive economic growth and social well-being.

Private and public sectors

To enhance job creation, both the private and public sectors need to be actively engaged. In the private sector, which includes large, medium, small, and micro enterprises, job creation can be stimulated by improving the business climate, strengthening value chains, and supporting entrepreneurs. Improving the business climate involves streamlining regulations (e.g. simplifying business registration and licensing procedures) and providing incentives to attract investments and promote business growth. Strengthening value chains focuses on specific economic sectors with high potential for job creation. Supporting entrepreneurs can include offering financial and technical assistance to both existing businesses and aspiring entrepreneurs while supporting the entrepreneurial ecosystem in which they operate. In order to support job creation, Enabel through its programs, supports these three levels (i.e improving the business climate, the entrepreneurial ecosystem and strengthening the businesses).  

On the public sector side, government jobs and public works programs play a crucial role. Initiatives such as labour-intensive public works projects, especially in infrastructure development, can create immediate employment opportunities.

 

Active Labour Market Policies (ALMPs) 

ALMPS are strategic interventions designed to enhance the overall functioning of the labour market by addressing both demand and supply dynamics, as well as improving the efficiency of the job-matching process. Their primary objectives include actively increasing the employment prospects of jobseekers, reducing unemployment rates, facilitating effective job search and matching, safeguarding existing employment, creating new job opportunities, and reintegrating unemployed or inactive individuals into the workforce. In essence, ALMPs strive to expand access to better-quality jobs and promote sustainable employment outcomes and takes different forms :  

  • Job search assistance (e.g. career guidance, coaching, job matching/ matching apps, job fairs etc.) as described in the “employment service” part. 
  • Training measures (e.g. work based learning, upskilling/reskilling and other forms of training)  
  • Private sector incentives, such as wage subsidies and reductions in social security or tax contributions for employers, to ensure greater inclusion of vulnerable groups in the labor market. For example, this could include a First Employment Facility to support enterprises in hiring graduates while equipping them with the skills and attitudes needed for their first job experience. 
  • Start-up incentives (Inclusive Growth programs) 
  • Direct job creation (often public work as described in the “private or public sector” part).   


Education, training and skills

Investing in training and education is essential for enhancing skills and work-readiness. Technical and vocational education and training (TVET) programs are developed and expanded to equip individuals with relevant skills for the job market. Reskilling and upskilling initiatives provide opportunities for individuals to acquire new skills or improve existing ones to meet evolving job market demands. Additionally, implementing systems to recognize and certify skills acquired through informal and non-formal learning is crucial.

Collaborating with industries to align training programs with market needs ensures that the skills taught are relevant and in demand. Promoting lifelong learning and continuous professional development keeps the workforce adaptable and competitive. Tailored training programs address the specific needs of different sectors and demographics. Enabel has invested significantly in TVET programs and reskilling initiatives to improve employability and ensure that workers are prepared for current and future job market requirements.

Employment services

Facilitating employment services is crucial for matching supply and demand in the labour market. Job placement services help match job seekers with employers, while career counselling offers guidance and support in job search and career development. Utilizing online job portals and digital tools can connect job seekers and employers effectively.

Public-private partnerships engage both sectors in providing comprehensive employment services. Developing labour market information systems to gather and disseminate labour market data helps job seekers and employers make informed decisions. Implementing legal and regulatory frameworks that facilitate job insertion and retention ensures that employment opportunities are accessible and sustainable. Enabel supports employment services and regulatory frameworks to improve job matching, making it easier for job seekers to find suitable positions and for employers to find qualified candidates.

Green jobs

Sustainable and inclusive job creation focuses on promoting decent and green jobs. Ensuring that job creation programs adhere to decent work principles, such as fair wages, safe working conditions, and social protection, is vital. Promoting green jobs contributes to environmental sustainability and supports adaptation to climate change.

Secure and sustainable jobs 

Gradually formalizing informal employment using innovation and digitalization can lead to more stable and secure job conditions. Essentially, by bringing informal employment into a formal, regulated structure, workers are likely to receive better protection, benefits, and job security. Training employers on fair labour practices and effective human resources management, along with strengthening the capacity of institutions to provide and sustain decent work, ensures long-term impact and sustainability. Enabel’s strategy includes focusing on sectors with high potential for creating decent jobs and promoting a shift to green jobs, which are essential for sustainable development.

Monitoring and evaluation

Monitoring and evaluating employment programmes ensure their effectiveness and sustainability. Using specific indicators to track the progress and impact of these programs enhances transparency and accountability. Regular evaluations help assess the effectiveness and sustainability of interventions, identifying areas for improvement. Continuous improvement, guided by evaluation findings, ensures that employment programs remain relevant and effective.
